Policy & Strategy


The Policy & Strategy Department works closely with schools, departments, senior leadership and the School Board to provide timely support and information around topics such as creation, implementation and interpretation of Board policies and Superintendent procedures; legislative priorities; public records; general legal questions; and strategy development, including projects such as the strategic plan.


Team Members

Holly Ferguson, Chief Policy & Strategy Officer


As the district's Chief Policy & Strategy Officer, Holly works closely with the School Board and provides strategic thought partnership to schools and departments.

Holly received her undergraduate degree in journalism from the University of Oregon, and her law degree from Willamette University College of Law. Holly joined Highline Public Schools in 2013, after 11 years with Seattle Public Schools.

Ronae Ruffer

Ronae Ruffer, Executive Assistant


Ronae provides administrative support to the Chief Engagement & Partnership Officer and the Chief Policy & Strategy Officer. This includes confidential correspondence, payroll, contracts, website, schedule meetings, coordinate events, etc. 

Isuzu Niizuma Arambula

Isuzu Niizuma Arambula, District Ombudsman


Isuzu is the first point of contact at the district level when parents and families have concerns. She works with the families, schools, and district departments to resolve their concerns. Isuzu is available to answer questions about the parent and family concern process and can assist if you would like advice on how to work with parents and families with which you may be having difficulties. Isuzu is also the district’s compliance officer for Harassment, Intimidation and Bullying (HIB), Title IX, and Civil Rights.

Michelle Terry

Michelle Terry, Public Records Officer


Serving as the Public Records Officer for the district since 2016, Michelle established procedures for timely responding to and fulfilling public records requests electronically. After successfully serving the United States Courts for nearly 30 years, Michelle knew that focusing on a second career in education would be especially rewarding. Michelle attended Highline Community College and received an Associates of Applied Science Degree in Paralegal.
