Open enrollment for employee benefits begins October 1. All eligible employees are required to enroll or waive benefits by November 15. Coverage through the Statewide Employee Benefits Board (SEBB) will begin on January 1.
Enrollment is done through the SEBB My Account online portal. Use the portal to enroll in coverage, verify your dependents, state tobacco usage, view your coverage choices, make changes during open enrollment or waive coverage.
If you do not want SEBB medical coverage, you must waive coverage through SEBB My Account or you will be charged a $33 monthly premium.
You also must state whether or not you use tobacco through SEBB My Account. If you do not take action, you will be charged a $25 monthly tobacco premium surcharge.
Setting Up SEBB My Account
- Visit SEBB My Account website.
- Click the green Login to SEBB My Account button under Employee/Subscriber. You will be redirected to Secure Access Washington (SAW).
- If you already have a SAW account, enter your username and password, and skip to step 5
- If you do not have a SAW account, click Sign up. Enter your name, email address, a username and password. Check your email for a confirmation link. Follow the instructions to finish creating your account.
- You will be redirected back to SEBB My Account. Enter your last name, date of birth, and last four digits of your Social Security number. Click Verify my information.
- Select your security questions and answers.
If you are adding dependents to your SEBB benefits, you will be required to provide evidence of your dependents’ eligibility. Dependents must be verified by November 15. Visit the HCA website for examples of acceptable verification documents. Documents must be in English. Beginning October 4, Human Resources will hold drop-in enrollment assistance on Fridays from 10:00 a.m. to 5:00 p.m. the Central Office computer lab. Get assistance with registering for an account, enrolling and verifying dependents. We encourage you to bring your SEBB Enrollment Guides and dependent verification documents. To better serve our employees, drop-ins for benefits assistance will be limited to Fridays.

Eligibility Notification Letters
Human Resources will notify you by email if you are eligible or not eligible for SEBB benefits by October 15. All employees are required to sign and return the letter to the Human Resources Department upon receipt.
SEBB Initial Enrollment Guides
The Health Care Authority (HCA) began mailing enrollment guides to employees on September 18. If you have not received an enrollment guide, you may obtain a copy at the Central Office receptionist desk or view a digital copy online.
HCA made multiple corrections to the guide since mailing. View the corrected online version on the SEBB section of the Staff Hub. You will also receive a postcard in the mail with this information.
